Registration is online via toelatinguitleenmarkt.nl (in Dutch). Arrange this first:
- 1 eHerkenning level 3 or higher; in your eHerkenning provider’s service catalogue, request access to the NAU services.
- 2 A Berichtenbox voor Bedrijven (government message box), with its name registered in the KVK Business Register.
- 3 Correct and complete details in the KVK Business Register.
- 4 In the registration you state your expected total turnover for 2026 and which application you expect to make later.
- You do not need a VOG to register.
- Do you hold an SNA certificate still valid on 30 June 2027? Then registering is not required, but the NAU advises it.
- If you do not register, you cannot use the transitional arrangement. You then need a licence on 1 January 2028 to keep supplying workers; otherwise you must stop.

How to apply for the licence
Source: NAU, licence with an inspection report, checked 15 October 2026
- 1 Check that your entry in the KVK Business Register is correct.
- 2 Arrange the deposit, or check whether you qualify for an exemption.
- 3 Get the inspection report from an inspection body designated by the NAU, or use the SNA route (below).
- 4 Request the VOG shortly before you apply; it may be at most 3 months old.
- 5 Submit the application between 1 May and 30 June 2027 and pay the application fee.
- 6 From 1 July 2027 the NAU assesses the applications.
With an SNA certificate, or without an inspection report yet
Do you hold an SNA certificate with the module ‘ter beschikking stellen van arbeidskrachten’ that is valid until at least 30 June 2027? Then you can apply once for a licence without an inspection report, provided you apply between 1 May and 30 June 2027. Registering for the transitional arrangement is then not required, but the NAU advises it. If you registered and have no SNA certificate, you may apply without the report and send it in as soon as possible; you must be able to show you are actively working to obtain it.

Go to toelatinguitleenmarkt.nl ↗Registration is open until 31 December 2026
Registration for the transitional arrangement is open. You register on the government site; you need eHerkenning level 3 and the Berichtenbox voor Bedrijven. The checklist below helps with the next steps.
Go to toelatinguitleenmarkt.nl ↗Who does the Wtta apply to?
Everyone who supplies workers to other businesses: staffing agencies, secondment firms (detacheerders) and payroll companies. It does not matter whether supplying workers is your main activity or a side activity.
Exceptions
No licence needed: supplying workers within the same company or between fellow companies without profit, and subsidiaries of the same group. If you only recruit (arbeidsbemiddeling) and do not supply workers yourself, the NAU decision tree says the Wtta does not apply. If you supply little (under 10% of annual turnover and no more than €5 million a year) and are not a staffing or payroll company, you can apply for an exemption.
Requirements for the licence
- 01
An inspection report based on the standards framework (normenkader), drawn up by an inspection body designated by the NAU. After the licence, you have a new inspection report drawn up every 12 months.
- 02
A certificate of conduct for the legal entity (VOG RP), at most 3 months old; for a sole proprietorship, a VOG for a natural person.
- 03
A deposit (waarborgsom) of €100,000 (€50,000 for a new agency on its first application), unless you get an exemption.
- 04
Pay the application fee, which is the same for every agency. After (provisional) admission or an exemption you also pay a yearly fee for the register, based on your turnover. The NAU gives €3,611 as the maximum costs for 2027; it expects to set the final amounts in January 2027.
- 05
Registration in the KVK Business Register.
Deposit exemption. You are exempt from the deposit if, on 31 December 2026, you have been registered with the KVK for 4 uninterrupted years with labour supply as a business activity, actually supplied workers in those 4 years, and hold a valid Verklaring betalingsgedrag inlenersaansprakelijkheid (uitlener) no older than 3 months.
New · On 8 October 2026 a consultation started: the requirement of equal or equivalent pay will be added to the standards framework, expected from 1 July 2027. The consultation runs until 22 October 2026 inclusive.
Checklist: what you can do now
- Get eHerkenning level 3 and ask your provider for access to the NAU services.
- Activate the Berichtenbox voor Bedrijven and register its name in the KVK Business Register.
- Check that your details in the KVK Business Register are correct and complete.
- Register for the transitional arrangement between 1 November and 31 December 2026, with your expected 2026 turnover.
- Do you hold an SNA certificate? Check that it includes the module ‘ter beschikking stellen van arbeidskrachten’ and is valid until 30 June 2027.
- Without an SNA certificate: ask an inspection body designated by the NAU when it can draw up the inspection report.
- Plan the deposit (€100,000, or €50,000 for a new agency), or check whether you qualify for an exemption.
- Request the VOG only shortly before you apply (spring 2027): it may be at most 3 months old.
- Apply for the licence between 1 May and 30 June 2027.
- Get your records in order: per worker identity and documents, hours worked, pay and invoices, complete and easy to find.
- Tell your clients: they will ask for your licence.
Supplying workers in construction
In construction, agencies often work with crews from Poland and other EU countries, with VCA safety certificates, A1 forms and changing sites. For the inspection, every worker’s identity, workplace, hours and pay must add up.
Many construction agencies already hold an SNA certificate. Check that it includes the module ‘ter beschikking stellen van arbeidskrachten’ and is valid until 30 June 2027: then you can use the SNA route.
You apply for the licence yourself; no app does that for you. But for the inspection your records must be right. Team-app keeps documents with expiry dates, the planning board, approved hours and invoices in one place, per worker.
Wtta questions
When can I register for the Wtta?
You can register for the transitional arrangement from 1 November to 31 December 2026 on toelatinguitleenmarkt.nl. You then apply for the licence itself from 1 May to 30 June 2027.
